Biography

CIOCAN Ottawa Chapter President

Ms. Loignon is the President of the CIO Association of Canada – Ottawa Chapter.  She possesses over 30 years of diverse experience in both private and public sectors, holding various information technology roles and contributing expertise across multiple departments. During her tenure, she served 15 years at the executive level within the Government of Canada (GoC), notably as Chief Information Officer and Designated Official for Cyber Security at Environment and Climate Change Canada (ECCC) and Immigration and Refugee Board Canada. She facilitated program and service delivery through digital transformation, IMIT operations, and staff development, overseeing Enterprise Project Management Offices at Canada Border Service Agency and ECCC. She holds an MBA from Université Laval and a bachelor’s in engineering from Université du Québec in Trois-Rivières. Certified as a Project Management Professional, she currently operates as an independent consultant specializing in digital transformation, mentoring of executives in information technology, governance, and project portfolio oversight, among other areas.
